SPEECH BY HIS EXCELLENCY, THE EXECUTIVE GOVERNOR, KANO STATE, ENGR. (DR) RABIU MUSA KWANKWASO AT THE GRADUATION CEREMONIES OF THE ELEVENTH (11TH ) BATCH OF TRAINEES OF POULTRY INSTITUTE, TUKUI, SEVENTH (7TH ) BATCH OF TRAINEES OF LIVESTOCK INSITUTE, BAGAUDA, FOURTH (4TH ) BATCH OF TRAINEES OF FISHERIES INSTITUTE, BAGAUDA AND FIRST (1ST ) BATCH OF TRAINEES OF HORTICULTURE INSTITUTE, BAGAUDA AS WELL AS KNAPSACK SPRAYER TRAINING OF ONE HUNDRED (100) NO.YOUTHS, SPONSORED BY THE MINISTRY OF AGRCICULTURE AND NATURAL RESOURCES IN COLLABORATION WITH SPRING FIELDS COMPANY LTD, ON TUESDAY, 22ND OF JULY, 2014 AT THE GOVERNMENT HOUSE, KANO.

I am highly delighted to be in your midst today on the occasion of the graduation ceremonies of the eleventh(11th ) batch comprising of five hundred (500) trainees of Poultry Institute, Tukui, Seventh (7th ) batch also comprising of one hundred and thirty two (132) trainees of livestock, fourth (4th ) batch of four hundred (400) trainees of fisheries and first (1st ) batch of two hundred and seventy five (275) trainees of Horticulture Training Institute, Bagauda, as well as Knapsack Sprayer Training of one hundred(100) no. youths respectively.

As Nigeria’s most populous and second vibrant economic and industrial centre, Kano State also prides itself as a major agricultural centre and believed to have the potential of becoming the food basket of the nation as well as the whole of the West

African region. The State has fertile arable soil, active and industrial population and highly reasonable number of water bodies(dams) with irrigation facilities to match, this is in addition to the Government’s conscious and deliberate efforts to promote agriculture in its ramifications, so as to enhance food production, livestock rearing and fish farming among others.

Accordingly, it is imperative at this juncture to note that, Agriculture remains the economic foundation of the State, as it provide employment opportunities to over seventy percent (70%) of the total population who directly engage in production and agro-allied related activities. It could also be recalled that, since the inception of this administration, precisely three years, and seven weeks, Government has found it convincing all along, on the need to prioritize agricultural development in order to reduce or minimize the impact of poverty among our teeming population, increment of revenue generation as well as ensuring food security of the State.

Distinguished guests, ladies and gentlemen, you may wish to recall that, the present administration had established a total number of twenty-four (24) skills acquisition training institutes out of which seven are agriculturally related to which six (6) of them i.e (Poultry, Livestock, Fisheries of both aquaculture and artisanal, Farm Mechanization and Horticulture) have already taken off and successfully trained a graduated figure of over nine thousand, one hundred and twenty (9,120) trainees to date. While the remaining only institute i.e.(Irrigation), which is yet to commence training has been scheduled to take-off soonest. In the same token, a total sum of over two billion Naira has been expended on the training and post training packages as well as provision of infrastructural facilities in the above named institutions.

In pursuant to the above therefore, Government resolved and approved to support the aforementioned graduated trainees with the following post training packages:

A. Poultry Training Institute, Tukui, where each of the Five hundred (500) graduated trainees will have the following items worth Seventy Six Thousand, Eight Hundred and Ninety Naira (N76,890.00) only as Post Training Package:

  1. 50 No. Day Old Chicks-Cockerels
  1. 50 No. Day Old Chicks-Pullet
  1. 6 Bags Chick Mash
  1. 10 Bags Growers Mash
  • 9 Bags Layers Mash
  • 2 Sachets Neocyry
  • 2 Sachets Glucose
  • 5 Sachets Embazin Forte
  1. 4No.Plate Feeders
  • 4No.Chick Drinkers
  • 4No.Chick Feeders
  • Livestock Training Institute, Bagauda, where the One hundred and Thirty-two (132) graduated trainees will have the following items as Post Training Package:
  1. RABBIT PRODUCTION MODULE at the total cost of Two Million, Eight Hundred and Thirty-Eight Thousand Naira (N2, 838,000.00) only.
  1. BULL FATTENING MODULE at the total cost of Five Million, Nine Hundred and Eighty-Four Thousand Naira (N5, 984,000.00) only.
  1. RAM FATTENING MODULE at the total cost of Two Million, Nine Hundred and Seventeen Thousand, Two Hundred Naira (N2, 917,200.00) only.

C. Fisheries Training Institute, Bagauda, where each of the Four hundred

  • graduated trainees will have the following items worth One Hundred and Sixteen Thousand, Five Hundred Naira (N116,500.00) only as Post Training Package:

This is a collaboration between the Ministry of Agriculture and Natural Resources, Kano State and Spring Fields Limited, where each of the One hundred (100) graduated trainees will have the following items worth Fourty-Three Thousand, Four Hundred and Fifty Naira, (N43, 450) only, as Post Training Package:

  1. One (1) no. Knapsack Sprayer
  1. One (1) Pair of Rain boot
  1. One (1) no. Protective Mask
  • One (1) no. Space (Glass)
  • One (1) no. Facing Cap

  • Assorted Chemicals

Subsequently, Government has further recorded the following major achievements in the agricultural sector:

  • We have continued to strengthen our relationship with development partners eg Department for International Development (DFID), United State Agency for International Development (USAID), SASAKAWA GLOBAL 2000, DANGOTE GROUP OF COMPANIES, etc.
  • Payment of our counterpart funds has greatly enhanced the performance of Agricultural development in the State notably, Commercial Agriculture Development Project and Fadama III, Bank of Agriculture, etc.
  • We are improving the tractor density of the state, through the tractorization programme across the 44 Local Government Areas of the state by participating in the 1st phase, through the distribution of 80 tractors. While the 2nd phase of the programme is expected before the year runs out.
  • The Provision of 74 sets of rice milling machines at 50 percent subsidy to our rice millers in order to enhance rice processing in the State was also achieved.
  • We empowered our farmers with a commercial agriculture and credits scheme soft loan of N1.0 billion along various value chains in the state, through participation in the commercial Agriculture Credit scheme under the Central Bank of Nigeria (CBN).
  • The construction of a new zoological garden/park has commenced at Bagauda in addition to the rehabilitation/restocking of the existing zoo.
  • There are over 750 KNARDA Extension workers that have undergone training to improve their capability and enable them perform better through new

extension training (both at the state and local government levels) and the ability to face current challenges in agricultural transformation in the state.

  • General animal health status in the state is being improved, through regular vaccination of livestock against CBPP, PPR and Anti Rabbis-Today; it makes me happy to say that our farmers can compete in the sale of their livestock in any international market.
  • The annual State Agricultural show has been re-introduced after eight (8) years of neglect. It is an avenue where our farmers can meet one on one with the research institutes, their fellow farmers; various input providers as well as the policy makers. It is intended to avail farmers with ample opportunities to gain from, the interaction.
  • Resuscitation of Kano Agricultural Supply Company (KASCO), the fertilizer and animal feeds blending and processing company of the State. Today every farmer in the state can boost of not only having a timely delivery but a certified quality fertilizer devoid of adulteration. Furthermore, Public Private Partnership is being fashioned out for the company’s sustainability and good performance in all respects.
  • Establishment of the first AM Farmers Radio Station in the country with long range transmission beyond the country’s shores to effectively educate famers on new agricultural technologies.
  • Establishment of the first mobile zoo in the country as well as the construction of entirely new zoological park at Bagauda adjacent to the Agricultural Show ground all in an effort to guard against animal extinction as well as to protect,

educate the general public on wildlife. It also helps in stabilizing the ecosystem better respectively.

  • Government had made concerted efforts by demarcating and re-establishing grazing reserves boundaries to forestall incessant fighting between farmers and pastoralists. In the same token, government has decided to establish Artificial Insemination Centers at Danbatta and Kadawa all in its efforts to make value for money to the pastoralists.

Conclusively, let me use this opportunity to call on the graduants to equally reciprocate this gesture by being up and making, so as to ensure the full transformation of the sector. The trainings you received have got all it takes to prepare you to effectively and consciously pursue your individual carrier in the agricultural enterprises.

Finally, I wish to congratulate the graduants of these laudable and important programmes and call upon them to make the best use of what they learnt and become determined to further develop and promote the businesses of the said agricultural occupations in the entire State.
